The successes of the agro-industrial complex of the regions of the Non-Black Earth Region achieved in recent years attract investors to the countryside. As experts note, the inflow of investments into the industry has increased significantly. And this allows us to talk about the reality of accomplishing the task of increasing agricultural production by 25 percent by 2030.
In the Ryazan region for 2024 from the total amount of investments in the regional economy investments in agro-industrial complex account for 18 percent — almost every fifth ruble. In total for last year in the development of the agro-industrial complex invested 17.7 billion rubles of private investment. “New enterprises were built on these funds, technical and technological modernization of the industry is underway. Including 14 billion invested in agriculture, and 3.7 billion in the food and processing industry,” the regional Ministry of Agriculture specified.
Last year, 18 investment projects were being implemented at various stages in the region. In terms of milk production, these are the Priokskoye Meat dairy complexes in Spassky District, where the second stage of three has been commissioned and construction of the third stage is underway, as well as the Dmitrievo breeding farm in Kasimovsky District, where the first stage of the dairy complex has been commissioned and construction of the second stage is underway. In Korablinsky District, major investments have been made in meat processing: Russian Agrarian Group Holding has built a meat processing plant (the slaughtering shop has started operating, construction of a deboning shop is underway). In addition, the Agropromkomplektatsiya group of companies has built a pig breeding complex there, and in addition to another pig breeding complex, a feed mill in the Ryazhsky district. A large Russian egg producer AO “Okskoe” is expanding its production capacity in Ryazan and Alexandro-Nevsky districts. The construction of a greenhouse complex “Ryazanskie Rosy” in the Ryazan district continues. “In 2025 in the Ryazan region continues the implementation of investment projects in the areas of dairy farming, pig breeding, egg poultry farming, seed production, vegetable growing, processing industry”, — assured in the Ministry of Agriculture.
In addition, as the head of the region Pavel Malkov reported in his Telegram channel, two agro-industrial parks are being created in the Ryazan region — Alexandro-Nevsky and M5 Ryazan, which will provide infrastructure for cooperation between agricultural producers and processors. Each site offers investors tax benefits and preferences. It is also noteworthy that out of the total amount of investment, about five billion rubles is for the renewal of the fleet of agricultural machinery and equipment.
In the Kaluga Region from 2006 and by the end of 2024, the total amount of investments attracted in the development of agricultural organizations is 143.5 billion rubles. Of these, 78.8 billion are private funds of investors and 64.7 billion are investment bank loans received under the national project “Development of Agroindustrial Complex” and relevant government programs. Last year, 9.7 billion rubles were invested in agriculture in Kaluga region.
In the Ryazan region invest in agribusiness almost every fifth ruble
A number of major investment projects in dairy farming are currently being implemented in the region, such as Kaluga Niva, Russian Cheese, Optinskie Prostory and a number of others. Last year “Ulyanovskaya Niva” completed the construction of a livestock farm for 1400 fodder cows, the planned annual milk production is about 15 thousand tons. The construction of a cattle-breeding complex for milk production “APK Troitsky” for 3550 cows and 4630 heads of young stock in Khvastovichi district is being finalized. Foreign businesses are also investing in the dairy sector in the Kaluga Region. For example, the production capacities of the Vietnamese company T H Rus Kaluga in the Ulyanovsky district continue to increase. In 2023 the first stage of the cattle-breeding complex for 2350 cows of dairy herd was put into operation, in October 2024 the first building for 1246 cattle-beds of the new complex for growing of own young cattle was launched. After the enterprise is launched at full capacity, it will process up to one thousand tons of milk.
In the conditions of agro-industrial complex development, the industry needs labor. It is no secret that the creation of jobs in rural areas is followed by the problem of personnel. According to the Governor Vladislav Shapsha, the Kaluga Region is carrying out systematic work aimed at arousing the interest of young people in mastering agrarian professions and attracting specialists to the countryside. For this purpose 64 agrarian classes have been created, 41 students are studying agrarian specialties under target contracts. Young specialists coming to rural areas receive social payments. This year more than 300 young people will receive such material support.
“During working trips to the districts, the question was repeatedly raised that the residents could get the specialties in demand in the agro-industrial complex, improve their skills close to home. The instruction to the Ministry of Agriculture and the Ministry of Education is to work out the issue of equipping training centers that train specialists for rural areas. So far this resource is not fully utilized,” — wrote the head of the region in his Telegram channel.
Another point: living in rural areas should be as comfortable as living in the city. In the Kaluga Region, an additional 1.5 billion rubles will be allocated to improve the quality of life under the state program “Integrated Development of Rural Areas” with the support of the Russian government. Houses are being built for agrarians. As an example of integrated housing development, he cited the village of Baryatino, where gas, water, electricity, street lighting, a road, sports and children’s playgrounds were built. “We are implementing the project under the program “Integrated development of rural areas”. It is important that the investor, who needs manpower, makes a significant contribution. Of the 38 houses, nine remain to be completed. The company “Green Lines” is ready to take this on. They are grateful for this. And we will help,” wrote Vladislav Shapsha.
In the Tula Region, the inflow of investments in the agro-industrial complex also contributes to the increase in production and processing of agricultural products. According to Tulastat, in 2024, the amount of investments in the type of economic activity “Agriculture, forestry, hunting, fishing and fish farming” amounted to 9.9 billion rubles. Of these, the most significant are six projects worth about seven billion, clarified in the regional Ministry of Agriculture. These are the plant of GC “Cherkizovo” on processing of pork meat and chickens and pig complex “Tula Meat Company” in Kurkino district, and also two projects of the company “Aviagen” (in Tula and Aleksin) on construction of poultry farms for keeping ancestral flocks of broilers. There is also the construction of the second stage of a greenhouse complex for growing flowers — “Flower Garden” in the Kireyevsky district. In Venyevsky, the Rodnikovoye Pole company is building a milk processing and cheese production plant. In total, about 20 projects worth about 100 billion rubles are in various stages of implementation in the region in 2024.
