Having learned from the bitter experience of unexpected spring frosts and outbreaks of African swine fever, Russian agrarians insured a record 15.3 million hectares of crops in 2024, which is 19.5% of the total sown area. In some regions, agribusiness insures 100% of the livestock, First Deputy Minister of Agriculture Elena Fastova told a press conference.

According to her, in 2024, 3.5 billion rubles from the federal budget was spent on crop insurance, plus 0.7 billion rubles added by the regions. Almost half of the area (6.7 million hectares) was insured against emergencies. The budget spent 1.2 billion rubles on this, and payments to agrarians amounted to 1.5 billion rubles.

«That is, agricultural producers received more than the budget spent in due time. For us, as a federal agency, this shows the high efficiency of this support,» says Fastova.

This year, according to the forecasts of the Ministry of Agriculture, the share of insured crop areas will grow to 16 million hectares (i.e. 21% of the total area).

There is also a gradual growth of insured animals in the livestock sector. At the end of 2024, almost 47% of the total livestock is covered. For example, in the Leningrad Region the entire livestock is insured, in the Tambov Region — 98%, in the Lipetsk Region — 86%. In 2025, the share of insured livestock will increase to 48%, the Ministry estimates.

Last year was also a record year in terms of payments — out of 5.9 billion rubles, which were allocated from the federal budget as a subsidy to agricultural organizations for agricultural insurance, in 2024 already 5.5 billion rubles paid to agricultural producers, of which 4 billion rubles for crop production, 1.4 billion rubles. — for livestock breeding, 0.1 bln. rub. — for aquaculture. In addition, at the beginning of 2025, 3.3 billion rubles was paid under the 2024 contracts.
